Biography

Ellen Radow Sadat practices in the areas of air, hazardous substance and water regulation at both the New Jersey and federal levels. Ellen is frequently called upon by Fortune 500 chemical and pharmaceutical companies and others to provide compliance and environmental transactional advice, to represent them in administrative permitting and enforcement matters, and to negotiate with the agencies on their behalf. In addition, Ellen represents companies subject to hazardous substance cleanups at the state and federal levels and in related private party disputes, as well as strategically managing Industrial Site Remediation Act requirements. She has led internal environmental investigations and counseled clients performing audits, often resulting in self-reporting of violations and negotiating settlement agreements with the New Jersey Department of Environmental Protection (NJDEP) or U.S. Environmental Protection Agency (EPA). Ellen previously served as an attorney at the EPA Region 2 Air and Superfund Branches and held various positions in the New Jersey Department of Environmental Protection (NJDEP) before entering private practice in 1987. While she was at the NJDEP, Ellen was a primary author of New Jersey's NJPDES Regulations, the state’s key water discharge control program. She also was responsible for air, hazardous waste, solid waste, noise and pesticide enforcement. Civic Board Memberships. Ellen served on the New Jersey Committee of the Regional Plan Association, was a board member of the Big Brothers/Big Sisters of Mercer County, and was a member, as well as a former vice president, of Homefront. Professional Memberships. Ellen is member of the New Jersey State Bar Association, the former vice chair of the Central New Jersey Chapter of the Air & Waste Management Association, a former member of the New Jersey Business and Industry Association, Chemistry Council of New Jersey, the Association of Environmental Authorities, and the Water Environment Federation. She was legislatively appointed to the Small Business Assistance Program established under the Clean Air Act. In General. Ellen is a member of the New Jersey bar. She served as adjunct professor of environmental law at Farleigh Dickinson University, 1978-1982 and at Rutgers University, New Brunswick, 2010-2012.
